Stolen money not used appropriately?

Wow, so a new report on the 'Byrd Amendment' basically says that the program mostly benefits the wealthiest in the country and has been used inappropriately many times and not to create new jobs as it was supposed to. Who knew that groups that steal money would use it inappropriately. Oh wait, this is US policy that says it's okay to steal from other countries. Maybe this report will actually change that.
